Recently, Sihanoukville Port (Westport) in Cambodia has frequently appeared in media reports, but it has not brought good news.

Westport can be called a strategically important town for the CCP’s “One Belt, One Road” initiative. A large influx of Chinese capital, labor and construction has disrupted the calm there and turned it into a gathering place for Chinese-funded enterprises and casinos in just a few years.

From then on, Pandora’s box was opened. While the local area seems to be prosperous, it has also become a black den for criminal groups in China and other countries.

“Cambodia has become a gathering place for transnational fraud syndicates. Why are Taiwanese turned into ‘piglets’?” – These shocking news ripped open a hole in the darkness, letting the outside world know the existence of sin and hearing the accusations of the victims. However, more victims are still behind bars, and more shady stories have yet to be exposed.

In this episode, we interviewed Mr. Chen Wanqing from Malaysia. He was tricked into a scam group in Westport in early May this year, and was lucky to escape after being trapped for three weeks. What has he been through?

Fuyao: Mr. Chen Wanqing, first of all, please introduce yourself and how you were tricked into that fraud group?

Chen Wanqing: Before I went to Cambodia, I used to work in the mainland. I worked in China. I worked in a factory, and then I was an attendant and manager in the factory. I was responsible for more management, and then I was responsible for the output of the factory.

It was because of the epidemic before, so I came back to Malaysia, and then I started looking for (job) opportunities on the Internet, and then I came across… It is a relatively large platform, which is more commonly used in Singapore and Malaysia. It is called JobStreet, is a job recruitment network.

Because when we were studying and studying in college, we often used such a platform to find our jobs. For example, our first job or our part-time job, we all used this platform to find our jobs. And this platform is recognized by the national government and is strictly controlled.

So at that time, I myself looked for it through this platform, as before, and then I found an opportunity, that is, an opportunity for overseas development, and then it said that I was engaged in business management and promotion. Because the other party is engaged in the establishment and maintenance of telecommunications and web pages in after-sales and pre-sales, I am in a management position in this area, and then I need to cooperate with local and local businesses and institutions for promotion.

So that’s when I applied for the job. Then they also arranged interviews with me. In fact, with phone calls, there were four or five times like this. The interview time was about three days after I sent my resume, and then there was an average of one interview per week.

After that, they directly confirmed the itinerary to Cambodia, and they helped me book air tickets, and help me book everything, including land transportation, and so on. After that, I went to the airport to board the plane that day.

Then when I got there, I went to the gate of the airport, and there was a person waiting for me with a sign. He was actually the driver who was in charge of picking me up. Then I followed him into his car, which was a commercial vehicle.

I followed him to a gas station, and three other people got into the car after that. I thought they and I were both coming to Cambodia for the first time, and both came here to work. But I learned later that they were not. They were sent by the company to make sure that I got on the bus smoothly and then arrived at their place smoothly, just these three people.

On the way, I actually asked a lot of questions, including, for example, what exactly does this company do; how long have you been in the company; where are you from; how is the current environment here; food; how many people are there? in this way. I asked a lot of relatively basic questions.

But the weird thing is that they gave me a very rude response, that is, they told me to sit there quietly and stop asking questions, and said: sit there, what you want to know, you will know when you arrive. Know. This is how they responded to me.

From their response from that moment, I knew something was not right, and I even thought that I was kidnapped or held by others? But I couldn’t get out at that time, because I was surrounded by their people, one sitting in the back, one sitting next to me, and one sitting next to the driver in front, and the three of them looked at me, so I didn’t what the law does.

Just follow their car to the bottom of the mountain. Actually, I didn’t know that place was called Victory Group, I didn’t know. I stayed there in the later period, and I met many people, and then I learned from their introduction that I was at the “Old Peak”. That place is actually called… Sihanoukville (Sihanoukville), and its name is “Old Peak”. Its park can also be called “Old Peak Park” or “Victory Group Park”.

In fact, Victory Group is its company, and it is a park in the name of a resort.

Fuyao: Oh, that’s it.

Chen Wanqing: Then I was at the foot of the mountain, and I saw many men (wearing) all black, many men guards all black, all over (wearing) black long sleeves and trousers, and some were holding long guns, some were ) baton, and then (takes) a flashlight, because it’s almost midnight there. There were also a lot of police dogs on the side.

Then I was like every 100, 200 meters, there would be a guard’s outpost, and their guards were standing there. When I got to their main entrance, a man calling himself Ah Hu came out and took me in. In fact, this person is a representative from Malaysia.

Then when I got inside, he took me to carry out various tests, and used that metal detector to test my whole body, just like an airport.

It is quite large inside. Before I stepped inside, I looked in from the outside, and I could see more than ten high-rise buildings inside. Later I found out that they are all sleeping buildings. Then when I walked in, we walked for like 15 minutes, at least 15 minutes, and it was 15 minutes from that guardhouse to my sleeping building. So you can imagine its distance. The sleeping building is still relatively close to the guard’s entrance and exit, and you can (continue to) walk in there.

In the middle of the road, I saw a lot of guards patrolling there; then there were street lights, and this street light was very bright, and there were cameras everywhere.

I have also seen some people walking to work because they may be working night shifts; I have also seen some shirtless people wearing shorts and sandals, with tattoos all over their bodies and necks, such as dragons and tigers. , bald. The accent they speak can be heard clearly, it is the Northeastern accent; some also speak the Sichuan accent. Then they spoke very loudly, talking while smoking.

Then there was a relatively young girl next to her, who looked like a little girl, and just walked away like this.

At first glance, these people are from China, because they heard it clearly, and their accent is a Chinese accent.

As for the condition of the building inside, I have observed that the lower ones are about the 8th and 9th floors, and the higher ones can go to the eleventh and second floors. This is probably the case, from the 8th to the 12th floor. Its sleeping building is relatively high, there are more than ten buildings, eleven or twelve buildings, and later I counted, there are about 12 buildings like this.

The sleeping building I went to has an average of 20 rooms on each floor, and each room can accommodate 4 to 6 people, four to six, and then my room is 4 people.

Let’s roughly calculate that there are 20 rooms on each floor. I take each room as 4 people, and there are 80 people on the first floor. Then I calculate the average of 10 floors. You multiply 80 people on the 10th floor to get 800 people.

So each of my sleeping buildings has 800 people, and then there are 12 buildings over there. I don’t count 12 buildings, but 10 buildings. Maybe one of them is not used for people, or some rooms are not used for people. Put money or other purposes. So 800 people by 10 buildings, there are 8,000 people visually. That is, 8,000 people can live in it, and 8,000 people can be accommodated in it.

Fuyao: Are you sure that these “sleep buildings” are full of people?

Chen Wanqing: Are you saying that all sleeping buildings are full of people? I’m not sure about this, I’m sure my floor is full of people. If you do the math, maybe 8,000 people. But later, I learned through the manager that the manager is the tiger, and later I have been verified by many people.

Because we have two or three dining halls over there, the larger ones can hold thousands of people. It has two or three meal times, because every small company has different meal times. I was one of the places to eat, and I also met people from other countries, especially overseas Chinese from Vietnam and Singaporeans. I know a lot of people from these two countries.

Then everyone got to know each other, and it was verified that the population of this place is about 7,000, and the population of the entire park is about 7,000.

Fuyao: Oh. So have you learned more about the operation mode or more background of this park by talking to these people?

Chen Wanqing: Then, I probably also knew a lot of things, because I am not a person sitting there quietly. I got to know some people and learned about it, including the manager of the company.

In fact, everything (operations) behind the scenes is a big boss of the “Prince Group”, his name is Chen Zhi.

I went back to Malaysia to do some homework, and I also learned about Chen Zhi, who himself (originally) is from Fujian and born in the 1980s. Later, through some kind of relationship, he owned his own business in Cambodia, and was given a title by the government, and then he had a very close relationship with Hun Sen there.

So he is from the Chinese, it is “001”, he is the “001” of my company. Later, he had this Prince Group, and he established this thing, a “enterprise” in the name of property development and developer.

In fact, this is just a trick, a small business, what he is really engaged in is not this one, but some of his underground businesses. For example, all over the world, especially on the Southeast Asian side, there is a very long fraud system.

How should I put it, because they are on this side and because they have received “care” from the government. Even if you want to call the police, or you want to find a local law enforcement officer, it is useless, because they are all their people. Because you tell him on the left, they will know on the right, and soon they will know.

Corruption here is unbelievable. In the past, these things could only be seen in TV dramas, but in fact this really happened, it really happened.

It is in such an evil place that you have no way to get them. Don’t say anything, even if you want to protect yourself, it may be a question mark.

So they set up their own parks in every place in Cambodia. One of the parks I went to was called Victory Group Resort. It is a park in the name of vacation as a den for their scams.

I pulled away and pulled it back again. Then back to this park, it is under the management of the prince group, and this is also about 7,000 people. Among the 7,000 people, as far as I know, because of the Singaporean and Vietnamese nationals I know, they also told me something. In fact, in this entire management, the Malaysian management accounts for 50%. We also knew who it was. I was there and I didn’t know who it was. After I came back, I looked it up, did a lot of homework, and then I knew who he was. There is also the full name of his registered company, and then I also handed it over to the police, but the police seem to have no response. I will tell you more later.

And as for this one place, 80% of the people are Chinese. First, “001” is their people, 50% of the management is their people, and then the Chinese have 80% of the victims. Oh, I shouldn’t say that all are victims, because some passed voluntarily. That is to say, maybe in his place, he can’t find the opportunity to develop, there is no way, or he runs here to hide in order to escape the debt, owe a huge sum of money to escape the debt, and then there are also their wanted criminals, I dare I can tell you for sure, those who are shirtless, have dragons and tigers (tattoos), and walk and talk arrogantly. As for those people, there are cases on their bodies, I can tell you with certainty. Someone went to check, this thing.

Then, the resort, this park of Victory Group, in fact, their role is not just to provide places and systems for those large and small companies – there are more than 70 large and small companies in it. The representative of this company from Malaysia is actually a very small company, with only twenty people in it, only close to thirty people, not many people. But there are many, many other companies, and one of the more than 70 companies is the one that deceived me.

Fuyao: What kind of companies are there? Will the boss of the company be there too?

Chen Wanqing: The boss can’t be on the other side. The boss is very “smart”. The boss won’t be there by himself. He will find someone he can trust. He will find someone of his own, who will manage everything for him, and he will be able to operate remotely.

Fuyao: So the companies you mentioned have their logos there, can you see them? How do you know these companies exist?

Chen Wanqing: They are like this. Every company has its own office. It doesn’t put the name of the company, because these are illegal, and it is impossible to follow you. It came “behind”, so it’s impossible to tell you what company it is.

But it can be seen clearly over there that each company has its own office. Then my company also has its own office, and there are many rooms when you open the door and enter the office.

Fuyao: Do ​​you know anyone from other companies?

Chen Wanqing: I mainly know people from other companies. From my own company, people who participate in my company are afraid to talk too much, because I am worried to say… I don’t know which one is the “ghost” (eyeliner). The manager will know, and this electric rod may be served later, such a thing.

The story is a bit long, so I can probably say as much as I can.

[Refused to report to the police in mainland China]

Chen Wanqing: Actually, I have told the Chinese police a lot about this. I have also made phone calls, and I have also searched through the computer, and then typed (input) live chat (instant conversation) things to ask them. But the response they gave me was that I am a Malaysian, I am not a Chinese, and this thing must be filed by the Chinese. Furthermore, I am not in China, so I have to go back to China to file a case, and I can’t say to file a case in Malaysia.

But I told him that I was also a victim. I just escaped from there. I was not released, I escaped. The information I searched for here is…

And this thing is obtained by other reporters (confirmed). There is a TV station called Al Jazeera, which is a TV station in the Middle East. They themselves made a video, and I also sent it to you, so you can take a look at it. In it, there is an introduction to this Victory Paradise Resort (Victory Paradise Casino Resort) at 15 minutes, and there is an introduction to this thing. This park is my park.

Why do I take this thing, because they are more objective to support what I say. Because my mobile phone was simply taken by others, how can I get evidence to accuse them? So I verified what I said through my description and some homework, so I found this TV station, which had interviewed me before. After that, all of you are Chinese, why don’t you (the police) do anything?

Furthermore, you (China) victims and the criminal have 80% (accounting for the total number of people in the park), and there are thousands of people there. Why are you doing nothing at all? Did you not do something?

It (the police) said, sorry, we’re sorry to hear about an experience like yours. But if you want to file a case, you have to come back to China, that’s what they told me. So I can’t do anything, and they won’t do anything. So I am very disappointed and regretful.

Chen Wanqing: Then, go back to this park.

Chen Wanqing: The manager, Ah Hu, still took me to visit it and told me about it. Through his introduction, I probably understood that the group behind the scenes was the Prince Group.

Then Ah Hu took me to the building where I slept. I also put all my belongings and luggage inside. He was waiting for me outside. After that, he took me downstairs to see what was going on. .

There is a large park inside, there are venues, KTV is the kind of singing entertainment; there is also the massage center, and then the massage center is yellow, and there are sexual services; and then there are various kinds of There are convenience stores where you can buy daily necessities; there are haircuts; then there are billiards; and there are some discos, where you can dance.

Then inside, and even later, I found that there were drugs in it. Because those people who are disobedient inside, if they can’t do anything after persuading in many ways, they will inject you… Have you heard of methamphetamine? It is to fight those that make you excited, so that you can be excited. The main thing is to use drugs to control you, you will become addicted, and after you become addicted…they won’t inject too much, because that’s expensive, they won’t inject too much, and you can get addicted. Once you’re addicted, use those things to force you to work.

This is what I have heard, and I have seen with my own eyes.

As for the other method, because they have several ways to control the people inside, except for drugs, they are by creating some fear, for example, if your KPI (performance indicator) is not up to standard, just use electric rods to deal with it, use Electric baton hits you like this, or locks you in a small room, I was one of them. Because after I was brought to this place, first of all, I was very resistant. Because I said, why is what you said to me completely different from what you said in the interview? In the interview, you told me to come here to do business promotion, and then I will run sales with you, and I will be the manager of the entire company, but…

Fuyao: Sorry, let me interrupt. You mentioned just now that you applied for this “job” after four interviews. What did the other party say during the interview?

Chen Wanqing: It is an average of one interview per week. The fourth and last interview is to determine my itinerary, then determine my time, teach me how to go, what to do there, and what to bring.

In fact, when they first tricked people, they tricked you into being a customer service with a high salary. He directly told you that it was a customer service. Later, they found that the word customer service seemed to be a bit sensitive, so they switched to other positions, maybe using a high salary, saying that you were HR in the past (personnel); As an engineer, you have to draw drawings; or you can be a supervisor in the past, or a similar one, that is, a HOD (head of department) who is responsible for the entire operation (operation), the entire administration, and so on.

In fact, this is the second way of cheating.

The first is that he told you directly that he was a customer service in the past. Later, he knew that no one wanted to be a customer service person, so he casually named a more “high-level” position. I am the “middle” one. I told you that there is such a space for development, and you go there. Actually no, I used to be a customer service over there, and it just let me be a customer service in the past.

Fuyao: When customer service is calling people, right? What to say specifically?

Chen Wanqing: When the customer service staff is to follow their script and their list, the script, the list, and the fake account are all provided by this Victory Group.

So why are they so “powerful”, they have their own “think tank team”, have their own scientific research team, and study the “story” later. As for the list, they got it through a third party, I don’t know how they got it.

Like sometimes someone calls you: Miss Fuyao, are you interested in applying for a credit card or insurance? Such things, they get this list through a channel like this.

Then the “script” was also conceived by them. Every script… has a different script for different people. So in other words, no one can say that he cannot be deceived. Because the script used on you is a key point, it depends on what kind of content we use to make you hooked, and what kind of script we use to lure you into the hook.

So in their eyes, or to put it simply, everyone will be deceived, just to see what script is used on you. Then this suitable script happened to be used on me, I was hit, and then I went over.

Then they also have their own “training” plan to train new scammers. For example, they have a person in charge of psychology to tell you what the girl’s heart is like and the boy’s psychological quality. , how do you want to approach different people with different scripts to approach them.

In addition to providing lists, they provide scripts, and they also provide fake accounts. And what about fake accounts, they have thousands, hundreds of accounts, and they are increasing all the time. In the account, let me give an example, because in Southeast Asia, for example, I am a Malaysian, I was called over, I was specifically to deceive Malaysians to deceive Singaporeans, and their background stories are all based on Singaporeans or Malaysians. of.

For example, for example, one of my fake accounts is a girl, Ali, Lily, something like this is a girl, and then a poor family, because through various efforts, even loans and scholarships are lucky When I entered the university and studied in the school, I was discriminated against and looked down upon me, all kinds of stories.

Then there is also a list of what to eat for breakfast every morning, as well as a lot of photos, and family photos, pictures of you and your mother, pictures of you and your father, and it is clearly written in it. There’s even a video about what you’re doing. Then use this fake account to get close to the person in our list.

Fuyao: In the situation you just mentioned, where did these photos and videos come from? Who is this Lily?

Chen Wanqing: It’s fake, it’s a fake. And this person, they hired someone from outside to come in as an actor to shoot, or they were filmed by their internal staff. These fake accounts were not created by the company itself, but were conceived by the Victory Group itself.

They have a “think tank team” and they have a technology team. This research team specializes in all kinds of productions for all fake accounts, the production of fake videos, and fake accounts. Because it is easy for you to create a fake account, but after you create a fake account, you need to write clearly the content of the account, what you are like, your background, what you do, and it is credible The degree will be higher. If the person with the fake account comes to you, you will trust him more. Hey, you do have this person, not just a fake photo. So he makes it seem like you feel this is true.

Fuyao: Then what kind of platform did they use to deceive people? That is to say, he gave you this fake account, including photos and videos. Where did they put these things?

Chen Wanqing: We passed the email…because we got those lists…I will answer your question first, there must be Facebook and instagram, because these two are often used in Singapore and Malaysia. Because I lied to Singaporeans and Malaysians, so there must be instagram and Facebook, because Singapore and Malaysia use this one more.

Fuyao: In order to make these accounts look real, you have to keep updating the content?

Chen Wanqing: Someone is responsible for maintaining these fake accounts. The fake accounts are not thrown away after they are obtained, but they are maintained.

As soon as they create this account, upload its videos, and when uploading its videos, he has time. They do it very carefully, not very casually, but they do it professionally and well for you.

For example, when uploading this video (video), it was uploaded at a certain time in a certain year, a certain month, and a certain day. They have a recorder and that record. So they will maintain, they will update. So after these things are uploaded, the information must be used by someone, and the people who use it are us, the “customer service staff”.

What these groups do is to give us “customer service”, and then every time we log in, it’s not just one account, maybe 7 or 8, and then I also have 8 fake accounts, and sometimes we have to communicate with each other. Switch like this.

Fuyao: When the same operator switches multiple accounts in a short period of time, is there no response from Instagram and Facebook? Wouldn’t the system find these accounts suspicious?

Chen Wanqing: No, they won’t know that I’m the same person. Each of us has 10 mobile phones and 2 computer screens, so there are 10 mobile phones plus 2 computer screens.

That information was actually provided to me by Victory Group, which was provided to our company by Victory Group.

Then “training”, what to say and what not to say, and some systems for how to transfer money out.

Then the “training” time took about two working days. In fact, every day I work more than 15 hours, the salary promised before does not exist, because now they say that I am in the “assessment period”, and everything must be assessed before I can decide what my salary is. .

So those four interviews were basically a joke, a joke.

[Unwilling to wait to be sold to start a self-help plan]

Fuyao: Oh, that’s it. When you first entered, did you think of a way to escape?

Chen Wanqing: After the two-day training, I started my work, and I knew I couldn’t leave. Because in fact, I also asked them, but they were not allowed to leave. First, you are not allowed to leave the park; second, when I go to bed at night, you are not allowed to leave my sleeping building. You must be able to walk in my sleeping building. You may not be able to go out at any time in the evening. You have to be inside your building, you can’t go out. They told me that it is very dangerous outside, dangerous shit, you are the most dangerous.

Fuyao: The people you know who were tricked in, how long have they been trapped there?

Chen Wanqing: They are older than me. They came here before the new year, and some came last year. A year or two like this.

Fuyao: Do ​​they have a salary?

Chen Wanqing: The situation is almost the same as mine. In the past, it was (promised) how much the salary was. After going there, it was totally different (a completely different matter). It was similar to my situation, but it was not discussed in the interview.

Fuyao: Did those people try to leave?

Chen Wanqing: In fact, they are more afraid, more afraid, they dare not walk, they dare not mention running, or leave these two words.

In fact, I also invited them to go with me at that time, but in fact, they also had two ideas like me: the first one, can the person who helped us escape, can he believe that he really wants to help you? The one who ran out was that he just helped you, and the latter told the management; the second possibility, even if he was willing to help you, what if he was caught, would the end be even worse? like that. So they were too scared to go.

Fuyao: What age are those people?

Chen Wanqing: They are all young, all in their twenties. One is in his teens, 19 years old, probably from Vietnam. There is a teenager from Vietnam. He even said that he misses his home and his parents very much, but he is also very afraid. And after speaking like this, he could feel in his eyes that he was very worried, so he didn’t dare to act like this. I also understand, because I am also very afraid, not to mention them, I am also very afraid.

At that time, because I was unwilling to sit quietly and wait like this, every day passed like this, I don’t know the end… I might not be able to run out, or I would face being sold to other places, because in fact, they were also worried about being sold. The risk of going, I also have such a worry.

But since I have come to this side and I want to do something, it is impossible for me to listen to you obediently and then do nothing. I can do whatever you ask me to do. I was not this kind of person before. , I am a more active person.
