[Looking at China, May 25, 2023]Maochun Yu, director of the China Center at the Hudson Institute, an American think tank, and former chief adviser on China policy at the U.S. State Department, recently wrote an article in the “Liberty Times” to remind that the Taiwan-based Republic of China has always been a thorn in the side of the CCP. , thorn in the flesh. What is happening in Taiwan is what is happening in the world.

He said that for more than 70 years, the CCP has always emphasized the need to liberate Taiwan and eliminate the Republic of China. After the end of the Cold War, it became an outdated method to blatantly claim to liberate Taiwan in order to carry the communist revolution to the end. Therefore, the CCP played the banner of national unity and turned the previous slogan of liberating Taiwan into a united front propaganda for the unification of the motherland. And Taiwan has undergone revolutionary changes, establishing the first thoroughly modern democratic society in the Chinese-speaking cultural region, embracing freedom, pluralism and human rights.

Yu Maochun pointed out that in the global strategic structure, the situation in the Taiwan Strait has undergone the most revolutionary changes, especially in the past six or seven years. The essence of this change is that Taiwan’s defense has far exceeded the sovereignty dispute between Beijing and Taipei. , and its significance is far beyond the narrow geographical scope of the Taiwan Strait, and even jumped out of the Indo-Pacific region, and has indeed become a key topic of global order and world security.

He said that for the United States, Taiwan has always been one of the keys in the global anti-communist strategy, and defending Taiwan is as important as defending West Berlin back then. Therefore, the United States, as always, resolutely opposes the CCP’s military invasion of Taiwan. Even after the termination of the China-U.S. Mutual Defense Treaty in 1980, the U.S. promised to guarantee Taiwan’s defense in various ways. Based on the Taiwan Relations Act and a series of presidential executive orders and important policy statements, the U.S. government and the U.S. president have never given up their commitment to prevent the CCP from using military force to invade Taiwan.

Yu Maochun said that all U.S. leaders since President Carter have a consistent strategy for U.S. military protection of Taiwan, and there has never been unnecessary “strategic ambiguity.” The peace and stability of the Taiwan Strait for more than 70 years has benefited from the consistent strategic clarity of the United States, rather than the non-existent “strategic ambiguity”.

He pointed out that in recent years, the CCP has strengthened its policy statement and military preparations to invade Taiwan. The current U.S. President Joe Biden has repeatedly stated that the U.S. will undoubtedly intervene militarily against the CCP’s invasion of Taiwan. The spokespersons of the White House and the State Department did not make any so-called statements to revise the president’s remarks. On the contrary, all the public statements of the White House and the State Department have further confirmed the President’s determination and strategic intention to defend Taiwan with US military intervention, because the US-China-Taiwan relationship framework confirmed in the bilateral agreement reached by the US and China in the 1970s clearly stipulates that bilateral relations across the Taiwan Strait Neither party shall use force to resolve disputes, and to ensure that any settlement must be agreed upon by the people on both sides of the strait. There is no ambiguity and a high degree of unity among the US President, the White House and State Department spokespersons in this position.

Yu Maochun said that the CCP’s threat to Taiwan also affects the entire Asia-Pacific region. The political leaders of Japan and Australia stated that if Taiwan has a problem, Japan has a problem, and Australia has a problem; the Philippine government, which has territorial disputes with China in the South China Sea, is also very worried about the CCP’s ambitions for Taiwan, and is determined to stand with its ally, the United States. The strategic islands of the Philippines provide the US military with the right to garrison troops and armaments to deal with the military crisis in the Taiwan Strait. South Korean President Yoon Suk-yue also said earlier that the Taiwan issue is by no means a regional issue, but a global issue.

He further mentioned that Europe is also concerned about Taiwan’s defense. The North Atlantic Treaty Organization, which takes European security as its primary task, has made it clear that Taiwan’s defense should also be one of NATO’s defense obligations. NATO Secretary-General Jens Stoltenberg has repeatedly stated that peace in the Taiwan Strait is also a matter for NATO.

At a time when the CCP’s military aggression against Taiwan was in full swing, the NATO Secretary-General and Japanese Prime Minister Kishida met several times to discuss Taiwan’s common defense issues. Josep Borrell, director of foreign affairs of the European Union, also published an article in France at the end of April, proposing that the navies of EU countries need to send warships to conduct strategic patrols in the Taiwan Strait to demonstrate the EU’s determination to defend Taiwan.

He said that because of this, in response to the rising threat of the CCP to Taiwan in recent years, legislators and politicians from some important EU countries, including France, Germany, Lithuania, the Czech Republic, and Poland, have visited Taiwan to provide political solidarity. Even some appeasement rhetoric like that of French President Macron has been mercilessly criticized and refuted in European public forums.

Yu Maochun pointed out that the reason why Taiwan’s defense is internationalized is not only a moral issue, but more importantly, Russia’s war of aggression against Ukraine has sent an important warning to liberal democracies all over the world, that is, Russia’s invasion of Ukraine and the The CCP’s threat to Taiwan is based on exactly the same logic of aggression, which concerns world peace.

The defense of Taiwan’s democracy and the status quo of Taiwan’s independence and self-government is undoubtedly of universal significance. Yu Maochun said, “Actually, the CCP is very clear about this. Taking Taiwan is not the CCP’s ultimate goal at all. The war against Taiwan is just the first war for the CCP to rule the world.”

He pointed out that no one would believe that the CCP’s all-round and costly military expansion and war preparations in recent decades are only used to deal with Taiwan. China’s current high-tech and high-energy military force is preparing for a global war. Its ocean-going navy, global strategic strike and deterrence force, space command and control capabilities, and the massive acquisition and control of global strategic strongholds and ports are not conflicts at all. Taiwan is coming, which reflects the CCP’s new global security strategy.

Because of this, the world has become more aware of the ambition and purpose of the CCP’s global military strategy, and defending Taiwan is the first battle to defeat the CCP’s global military strategy. This is one of the important reasons why NATO, the United States and other military alliance forces and armed forces are so concerned about Taiwan’s defense. It is precisely the CCP itself that has internationalized Taiwan’s defense.

At the same time, Taiwan is located in a strategically critical channel, which is a necessary place for the global key trade channels close to the first and second island chains, and the CCP has a strong desire to control the world’s most important trade channels. If the CCP captures Taiwan, it will pose a fatal threat to key international trade routes such as the South China Sea, the East China Sea, and even the Strait of Malacca. This is something that all important economic powers in the world, such as the United States, Japan, South Korea, Australia and the European Union, do not want to see.

Yu Maochun said that the most important strategic significance of preventing the CCP from invading Taiwan lies in the key guarantee for universal values and global democratization. Of course, Taiwan is also crucial to the global economy and technology because it controls many key sectors of the global supply chain. In areas such as semiconductors and biomedicine, Taiwan occupies a pivotal position. Therefore, defending Taiwan is also a world defense war to defend global high-tech and international supply chains. All in all, whatever happens in Taiwan means something happens in the world.
