The Chai Wan Lok Tsui Terrace corporation crisis, which has attracted much attention, has made breakthrough progress recently. Residents pointed out that there was a period of time when the toilets in the building had no salt water supply and no one took out the garbage. The elevators on even floors in Tower C have been out of order for nearly a year. Affected residents have no choice but to go up to the first floor and then walk down the back stairs to get home. This has affected the elderly and people with mobility impairments.

Resident Suzanne said that some elderly people on even floors who need to use wheelchairs go out for a walk in the park every day, which is their only entertainment. However, frequent elevator failures deprive them of the joy of life.

Other owners said that the current building floors are filled with a stench from time to time, which is very uncomfortable. They admit that they have given up on understanding the value of their units. “When people come to view the property, they turn away when they smell the stench. When they introduce Haidu House to prospective buyers, they immediately say no. Frankly speaking, who is willing to bear this maintenance mess?” !”

The owner took the “Sing Tao Appeal King” film crew into Haidu Building for inspection. Since the beginning of April this year, the security guards at the above site have been withdrawn and the security booth has been left empty. Although residents reported that household waste was still being disposed of, there were odors on different floors, raising concerns about environmental hygiene.

Due to an elevator malfunction, residents on the affected floors were forced to take the stairs. However, debris accumulated on the back stairs, including massage chairs, washing machines, furniture, etc., and no one was there to deal with it.

Hoi To House may become a “three-no building”, which is related to the disputes between corporations. In October 2022, the Hoi To House Corporation passed a major repair plan worth NT$30 million without using the URA’s “proper tendering” and the owners’ meeting disputed the authorization vote, which means that the owners will lack government subsidies. , each household needs to raise about 80,000 to 90,000 yuan.

The chairman of the corporation is not the real owner and the resolution confuses the residents

The residents sought to overturn the original corporation and the maintenance contract through the owners’ meeting. However, the chairman of Haidu House’s corporation, surnamed Weng, was accused of constantly postponing the meeting, arranging the meeting to a venue outside the district with inconvenient transportation, and even canceling the meeting at the last minute. Wait for ways to delay processing. Although there were owners meetings, owners meetings were held to elect new corporate members. However, until now, the relevant list has not been successfully registered at the Land Registry (commonly known as the Land and Land Office).

Some owners later found out that the original chairman of the corporation, surnamed Ong, was not the owner of Haidu House at all, but the owner of the unit held by the company authorized her to be the chairman. After further searching, I found that in other companies established by the directors of this company, at least two people were elected to the corporation, which was quite a “coincidence”. Many of the decisions made by the corporations they are involved in confuse the owners.

Owner A Yan said: “From time to time, we receive notices from the corporation urging us to pay money to the so-called accounting firm they entrusted, but that accounting firm does not have an accounting license. The notice from the corporation asks you to pay the money, but also explains whether There will be receipts. When we go to the market to buy pork, the meat stalls ask us to pay a large amount of money without giving them a receipt. This is unreasonable.”

“Sing Tao Complaint King” once contacted Ms. Ong, the chairman of Haidu House Corporation. She refused to be interviewed by phone and claimed that she would reply in writing, but she never waited. Before the deadline, Haidu House had just received a notice from the Buildings Department, stating that because the corporation failed to comply with the Department’s request to remove the scaffolding, it had arranged for a contractor to carry out the relevant work. The Department would recover 1.9 million to 2.3 million from the corporation after the completion of the work. Hong Kong dollar fee.

How to solve the dilemma in Haidulou may change in May. An owner of Hoi To Building filed a lawsuit with the Land Tribunal, accusing the corporation of suspecting problems with the authorization vote when re-electing the committee. They also accused the chairman of failing to convene an owners’ meeting as required by law. The trial is expected to be completed in mid-May. Zhuang Ronghui, who has been assisting the owners of Haidu Building and spokesman for the anti-bid rigging alliance, pointed out that the relevant ruling may cause Haidu Building to convene an owners meeting to re-elect members, but it is expected that it may still take two months to complete the entire process.

The Civic and Municipal Affairs Bureau responded to inquiries from “Sing Tao Complaint King” and stated that it has been assisting owners to establish corporations in accordance with the “Building Management Ordinance” to support owners in fulfilling their building management responsibilities. The Civil Affairs Office has been paying close attention to the development of Haidu Building. Since the corporate account was frozen last year and the property management company was vacant, the Civil Affairs Office has proactively contacted multiple departments to provide assistance to ensure that the building’s public security, environmental sanitation and power supply are in good condition.
