On the eve of the “International Human Rights Day Parade” on December 8, 2019, the police found a large number of weapons, including pistols, bullets, etc. Afterwards, 14 people were arrested and charged with multiple crimes, including the government’s first invocation of the United Nations (Counter-Terrorism Measures) The prosecution was charged with “conspiracy to commit an explosion with a specified subject matter” under the Ordinance. Some people had earlier pleaded guilty to charges of explosion and conspiracy to commit murder, which carry a maximum sentence of life imprisonment.

The remaining seven people have pleaded not guilty and are on trial, including Zhang Junfu, Zhang Mingyu and Yan Wenqian of the “12 Hong Kong People”, Lai Zhenbang, the owner of the “3C Maintenance Studio” and others. The case will be heard in the High Court on Monday (22nd). The court selected a jury of 3 men and 6 women and adjourned the trial until Tuesday (23rd), when the prosecution will read out its opening statement.

The case was handled by Judge Zhang Huiling, and the prosecution was represented by external barrister Zhou Kailing, senior prosecutors Liu Yunxiang and Ng Yongjie. The defense representatives are barristers Li Guofu, Yu Junqian, Yao Benzheng, Chen Yaqi, Liang Honggu, Ke Kaixin, Lin Zhiying, He Zhengqian, Shi Xiangyuan, Yu Chengxi, Chen Weiyan, Huang Sixi, Ma Weixi and Rong Jiefan.

The seven defendants who have pleaded not guilty are Zhang Junfu (22 years old, student), Zhang Mingyu (20 years old, unemployed), Yan Wenqian (21 years old, student), Li Jiatian (24 years old, unemployed), Lai Zhenbang (29 years old, technician), Xu Zhanrong (24 20 years old, property management assistant) and Liu Pei Ning (24 years old, unemployed).

The first six people were charged with “conspiracy to commit explosions of specified objects” under the United Nations (Anti-Terrorism Measures) Ordinance, andalternating charges“Conspiracy to cause an explosion likely to endanger life or cause serious damage to property.” The charges allege that they conspired with Huang Zhenqiang, Wu Zhihong, So Weixuan, Peng Junhao, Lin Minghao, Liang Zhengxi, Zhang Jianshun and others in Hong Kong from August 1 to December 8, 2019, with the intention of causing others to die or suffer serious bodily harm. , and illegally and intentionally delivered, placed or detonated two explosive devices to specific targets. Six people were also charged with conspiracy to murder Hong Kong police officers.

Li Jiatian was also charged with “possessing firearms and ammunition with intent to endanger life”, which means that between October 1 and November 30, 2019, he possessed a pistol, a magazine and 14 rounds of ammunition in Hong Kong with intent to Using it to endanger life, or intending to enable others to use it to endanger life; this crime is punishable by up to life imprisonment.

Liu Pei-ning was charged with “conspiracy to provide or raise property to commit terrorist acts” and could be sentenced to up to 14 years in prison. The charge alleges that she conspired with Huang Zhenqiang and others in Hong Kong to directly or indirectly provide or raise property between August 1 and December 9, 2019, with the intention or knowledge that all or part of the property would be used to make a one or more acts of terrorism.

Seven other people in the same case had previously pleaded guilty, namely Huang Zhenqiang (22 years old, unemployed), Wu Zhihong (24 years old, engineering staff), Su Weixuan (18 years old, tutor), Peng Junhao (33 years old, unemployed), Cai Kaiming (21 27 years old, warehouse worker), Chen Yulong (27 years old, maintenance technician) and Zhong Xueying (29 years old, designer).

Among them, Huang Zhenqiang, Wu Zhihong and Peng Junhao pleaded guilty to the crime of explosives under the Anti-Terrorism Ordinance; Huang also pleaded guilty to the crime of “conspiracy to provide or raise property for the purpose of committing terrorist acts” under the Anti-Terrorism Ordinance. Wu Zhihong also pleaded guilty to “possessing firearms and ammunition with intent to endanger life”, that is, possessing 1 pistol, 4 magazines and 106 pieces of ammunition.

So Wai-hin admitted to conspiring to murder a Hong Kong police officer, “using firearms and ammunition with intent to resist or prevent lawful arrest”, and possessing 1 long gun, 6 magazines containing a total of 211 rounds of ammunition, and two pistol magazines containing a total of 30 rounds of ammunition. ; Chung Xueying admitted to “possessing firearms and ammunition without a license.”

Cai Kaiming pleaded guilty to “aiding and abetting the manufacture of explosives”, that is, aiding and abetting others to make two detonating devices. Chen Yulong pleaded guilty to two counts of “conspiracy to possess firearms or ammunition without a license” and “possession of firearms or ammunition without a license”, alleging that he conspired with Su Weixuan and others to possess firearms or ammunition without a license, and to possess one without a license Pistol, 4 magazines and 92 bullets.

Zhang Junfu, who has pleaded not guilty and is on trial, had earlier pleaded guilty to “possession of explosives” and “possession of firearms without a license”, saying he possessed two boxes of fireworks and four spray cans containing “novanamin”.
